Can you upgrade directly from Firmware Version 6 to Firmware Version 7 for IBM DataPower Gateway or is there an interim step/pre-requisite?

This depends on the version of 7. firmware you are upgrading to. If you are upgrading to the 7.0.0.x firmware line you may upgrade directly.

If you are upgrading to the 7.1.0.x firmware line the pre-req is to upgrade to the 7.0.0.x firmware first.
