If you want to use the Internet of Things Foundation boilerplate first make sure that your region is set to US-South (check the right hand upper corner of the dashboard once you login). If your region is EU-UK click on it and change it. Next go to the catalog and in the Boilerplates section you will see the one you are looking for as the first one.

What do you mean by IoT Boilerplate Application? There is no starter app in IoT/Node-RED, you only get the Node-RED flow editor. Do you see that?
What region are you on, US South or United Kingdom?
Have you tried it again? AFAIK, US South is doing an update this weekend ...

My region is Sydney and when i change it to US-South the IoT in boiler plate appears but when I select to create it, nothing happens the page only refreshes.
