ASRA abend 0C4 occurs in PRTM during CMAS startup

Right after the CMAS PHASE II initialization completed, a request to terminate the CMAS was received via a CEMT PERFORM SHUTDOWN request. Since the CMAS is now trying to shutdown while it is still initializing, a failure occurs trying to initialize topology and later trying to terminate the RTA APM.

You should never use CEMT PERFORM SHUT to terminate a CMAS as proper cleanup will not occur. Instead you should either use the WUI SHUTDOWN option or the COSD transaction to terminate the CMAS properly. This is documented in section "Shutting down a CMAS" of the Knowledge Center.

To shutdown a CMAS you should either:

1. Use the Shutdown button
2. Issue COSD transaction when signed on to the CMAS
