DFHUS0100 at startup after applying PI22267 when using z/OS 1.10 or earlier

Question

Why do I receive message DFHUS0100 during the startup of CICS Transaction Server for z/OS (CICS TS) V4.2 or V4.1 region after applying PTFs for CICS APAR PI22267? I am running z/OS V1.10.

This is the message I receive:
DFHUS0100 applid CICS is unable to listen for ENF event 71. Changing a users RACF attributes will only take effect after the USERDELAY timeout.

Answer

APAR PI22267 adds support for a new system initialization table (SIT) parameter named RACFSYNC. After the PTFs for this APAR are applied, CICS determines if it will attempt to listen for RACF notifications based on the RACFSYNC value. The default value is RACFSYNC=YES. Setting RACFSYNC=NO will disable the CICS function that listens for RACF type 71 ENF events.

This RACF notification was introduced in z/OS V1.11. You will receive the DFHUS0100 message when you have RACFSYNC=YES specified in a CICS region running under z/OS V1.10 or earlier.

You are encouraged to code RACFSYNC=NO in the SIT after you apply the PTFs for APAR PI22267 if you are running with z/OS V1.10. Afterwards, you will no longer receive message DFHUS0100.

Note: z/OS V1.10 has been out of service since 30 September 2011.
