In the Portal 8.0, dynamic content spots were defined in the 'WP DynamicContentSpotMappings' Resource Environment Provider. Where are the DCS (85theme_footer, 85theme_commonActions, 85theme_head, etc) defined in Portal 8.5?

While the 'WP DynamicContentSpotMappings' Resource Environment Provider still exists in Portal 8.5, the dynamic content spots for the Portal 8.5 theme are actually defined in the plugin.xml of the dynamic theme WAR:
WebSphere\PortalServer\theme\wp.theme.themes\default85\installedApps\DefaultTheme85.ear\DefaultTheme85.war\WEB-INF\plugin.xml
