Portal 8.5 CF04 upgrade fails when attempting to create a toolbelt in an empty Virtual Portal on the system.

The workaround is to remove the empty VP , clean up the wkplc.properties of the VP references and reattempt the upgrade.

APAR PI36310 was opened for this issue.
