ISZ0279E unable to start CICS session SENSE 08010000 for second IBM Session Manager user

Question

How can I allow multiple users to dynamically add the same CICS session and signon if I do not have an APPL definition for the CICS region or an associated RANGE statement with ACBNAMEs? I do not want to define every single CICS region as an APPL to IBM Session Manager for z/OS (ISM).

I have ISM users that can just enter a CICS region applid on the menu panel to dynamically add a session for CICS. There is no ISM APPL definition statement defined, the user just types it in and selects it. The first user can logon to the dynamically added CICS just fine, but if a second or 3rd user tries to dynamically add the same CICS region and select it, they get message:

ISZ0279E userid2 LU luname2 Unable to start CICS - SENSE=08010000

The CICS region MSGUSR data set has message:

DFHZC2411 E mm/dd/yyyy hh:mm:ss CICS DUMY CSNE attempted invalid logon. ((20) Module name: DFHZLGX

Answer

The 2nd, and subsequent userids that dynamically add the CICS applid to their ISM menu receive message ISZ0279E with sense 08010000 because the ISM SESACB acbname is being used to establish the CICS session. CICS fails the logon with the DFHZC2411 because CICS does not support parallel VTAM sessions for terminal signons.

CHAPTER 7 - Setting up applications - Choosing an ACB on page 174 in topic Method 6: User-level session ACB describes how you can use an E22 exit to set the t_user_acb variable so the assigned ACB would be unique to that userid.

You may want to review this entire section on how to assign an ACB. In the example, they create an APPL called SPECIAL and associate an ACBRANGE. If the E22 exit sees that no APPL exists (added dynamically) it uses the SPECIAL APPL and an ACB is assigned from the RANGE associated with the SPECIAL APPL.
