TSOKEYxx has a USERMAX=1. Second user attempting to logon receives message IKT00201I MAXIMUM USERS LOGGED ON TRY LATER along with an abend0c2 dump in IKTMSIFR.
Answer
AUTH=TSO needs to be coded in the VTAM application major node for TSO. Also the Privileged bit needs to be set for IKTCAS00 in the Program Properties Table.
