CICS hangs at shutdown when there has been an S878 abend

Question

Why does CICS Transaction Server for z/OS (CICS TS) hang at shutdown when there has been an S878 abend? Sometimes at shutdown, I notice that PLTSD is not invoked and CICS is not shutting down. I initiated the shutdown using CEMT PER SHUTDOWN. I notice that CICS has not come down and then enter CEMT I TASK. This shows the CEMT task active. I then enter CEMT P SHUTDOWN IMMEDIATE. CICS is quiescing but never gets to PLTSD and therefore never shuts down. I do notice there was 878 system abends prior to the shutdown.

Answer

During shutdown, CICS attaches a system task to quiesce each domain. The dispatcher has plenty of available tasks, but Kernel has no system task TASENTRYs. So, CICS is forced to create some TASENTRYs. Since CICS is shutting down, CICS decides to issue MVS getmains because the storage manager domain is being quiesced. These getmains fail because all of the MVS storage below the line has been used.

You should look into tuning your system so there is more MVS storage or analyze what used up all of the storage causing the 878 in the first place to resolve this.
