Locks should be clear on the following scenarios:
First time cluster setup. Locks should be clear on all Netcool Impact servers since the replication will erase the datasources, types, services and policies in secondary Netcool Impact servers and copy from primary Netcool Impact server.
If any cluster member restarts it will again copy the datasources, types, services and policies from primary Netcool Impact server.
