IST259I INOP 01 when connecting two VSE VTAMs with different NETIDs over subarea connection

Question & Answer

Question

After issuing a VARY DIAL command in an SDLC VSE VTAM environment, the following messages are received:

IST259I INOP RECEIVED FOR xxxxxxxx CODE 01
IST493I VARY DIAL FOR ID=xxxxxxxx OVERRIDDEN BY SOFT INOP
IST590I CONNECTION TERMINATED FOR PU xxxxxxxx ON LINE xxxxxxx
IST242I SOFT INOP COMMAND FAILED FOR ID=xxxxxxxx SENSE 08010000
IST621I RECOVERY SUCCESSFUL FOR NETWORK NODE xxxxxxxx .

Answer

If you are attempting to connect two VSE VTAM hosts with different NETIDs over a subarea connection, the INOP 01 (connection establishment failure) will result, due to a NETID mismatch detected during the XID exchange.

SNA Network Interconnection (SNI), which is needed to allow subarea connections between VTAM hosts with different NETIDs, is supported on the MVS and VM platforms only. Consequently, you cannot connect over a subarea connection two VSE VTAM hosts with different NETIDs.

To circumvent this problem, code the same NETID start option value on both VSE VTAM hosts.
