Why does a CCL NCP that is connected to an LPAR by way of LLC2 fail to activate after the LPAR is IPLed?

Answer

VTAM attempted to activate the CCL NCP before the XCA link station contact procedure between VTAM and the CCL NCP had time to complete.

To resolve this issue, code RNAME=ccl_linkstation-name on the PCCU statement of the activating VTAM. By doing so, VTAM will refrain from activating the CCL NCP until the underlying XCA LLC2 connection becomes active.
