When loading from the desktop via the web, the UI will sometimes stop working. This is exhibited by not being able to modify column types or field length in that screen of the wizard. Clicking OK/Save on the modal window to modify the column type has no effect, you are only able to click cancel and no changes are saved.

Hey there Greg. Thanks for taking the time to log this issue. I work in the dashDB QA team and I've been trying to replicate the issues you are experiencing on my test instances and also in the bluemix/dash environment but without success so far. I'm using an identical version of Chrome and using the 'Load from Desktop' function with several different files. To help me isolate the issue, can you let me know if you have a specific set of steps that most often create the problem? Also - in the Table Preview page, you mention 'OK/Save' on the modal window.
