The reason they don't show up is because they were not register with the version control on Netcool/Impact 7.1. Policies should NEVER be add it to the back end. The easier way to fix this issue is to do the following:

1. Delete from the back end the 2 polices not showing up in the GUI (obviously ensuring you have a copy of them)

2. Restart impact

3. Follow the procedure at this link for uploading policies.

Once uploaded the policy list will refresh automatically and show the newly added policy or policies.
