When an attempt is made to activate Enterprise Extender (EE), the XCA lines show a state of PALNK. The IUTSAMEH device never changes to a READY state; it remains in SENT SETUP, as shown below:

Answer
A SENT SETUP state indicates the other side is waiting to start. The most common cause of this problem is that the other side was not able to start because the IP address is coded incorrectly in the IPADDR statement in the VTAM start options.
To resolve the problem, code the correct address in the VTAM IPADDR start option. This will allow the XCA lines to become active and the IUTSAMEH device to enter a READY state. Use the MODIFY VTAMOPTS command to add or change the IPADDR VTAM start option.
