I am working on an enterprise solution for a contracted government client and want to use Watson to deliver and enhance consulting services. However the insights are to be derived from a range of different data sources which we have permission to access within the organisation or via a network, but can not duplicate and upload the data to Watson.
Can Watson access (via a secure network) and incorporate external data into it's corpus?

This sounds like a "Watson Explorer" type question. Watson Explorer (http://www.ibm.com/smarterplanet/us/en/ibmwatson/explorer.html) accesses and analyzes structured and unstructured content. It can present the data, analytics and cognitive insights in a single view. It can be enhanced with the Watson Cognitive Services.

Watson Explorer can be deployed on premise. Alternatively you can use Bluemix local.
