For example display all of the services without the user having to click search.

Yes, the collection widget can be configured with queries, and then for a particular instance of the collection widget you can set which query is run. You see this in the views where it runs the Watch List when it starts, or in Service Catalog where it runs All Reusable Services when you log in.
