Question
Why do I receive "Connection timed out: connect" when selecting "Checking for Updates" on the IBM Explorer for z/OS Update Site located at http://public.dhe.ibm.com/ibmdl/export/pub/software/htp/zos/tools/aqua/?
I get the following messages:
Unable to connect to repository http://public.dhe.ibm.com/ibmdl/export/pub/software/htp/zos/tools/aqua/content.xml
Connection timed out: connect

Does your site have a proxy server and(or) firewall where you have to define sites you can access?
If you check your z/OS Explorer Window>Preferences>General>Network Connections, do you see any proxies defined?
What is the 'Active provider' set to in the preference?
Try the following to get access to the plugin repository:
Change the proxy settings from Active Provider = Manual to Active Provider = Native
Select "Use the same proxy server for all protocols" in the "Proxy Settings" window of the "Advanced" "Local Area Network (LAN) Settings" of the "Connection" tab of the "Internet Properties" window found in "Network and Internet" on the "Control Panel".
If you determine there are no proxy or firewall configuration problems blocking access to the repository site or the initial context xml url at: http://public.dhe.ibm.com/ibmdl/export/pub/software/htp/zos/content.xml, then collect the z/OS Explorer V3 Aqua service data following the steps outlined below and send to IBM CICS Support for review.
Click File > Trace > Flush
Click File > Trace > Collect service Data
Send the .zip of the service data into IBM ECUREP site
