Why can authors no longer "Save and Submit for Review" after applying Cumulative Fix 8.5 CF 10 and above?
Customer applied 8.5 CF 10 and now only Admins can see the "Save and Submit for Review" option.
This is working as designed. A change was made in the code to address a potential security issue. Search internet for:

The security for a draft will be inherited from the library that contains the authoring template initially.
In the customer's model the editor will need to "save and close" the draft item in the library where they can "save and publish" the draft.
The editor then can edit the draft and perform "save and publish".
Alternatively, assign the same roles in the design library as assigned to the content library per this page in the Knowledge Center:
