Why is my CICS region returning message DFHSM0131 CICS is under stress (short on storage below 16MB) multiple times after installing new software from Nastel Technologies, AutoPilot TransactionWorks (TWorks)? The SOS no longer happens if I remove TWorks from the CICS startup PLT. I am running CICS Transaction Server for z/OS (CICS TS) 5.1.

Contact the vendor Nastel Technologies for an updated load module that addresses a memory leak problem that leads to the short on storage (SOS). In the reported case, the fix provided by Nastel was v6516 hotfix01.
Reviewing a system dump taken at the time of the SOS condition, you will see the CDSA is using the majority of the below the line storage. To format the Storage Manager domain, enter VERBX DFHPDxxx 'SM=1' (where xxx is your release level of CICS like 680 for CICS TS 5.1). Here is an example from the SM domain:
Current DSA limit: 6144K
Current DSA total: 6144K
Currently SOS below 16M: YES
Here is the breakdown of the below the line DSAs:
UDSA Summary Size: 256K
CDSA Summary Size: 3840K
SDSA Summary Size: 1792K
RDSA Summary Size: 256K
The CDSA is utilizing the majority of the below the line DSA. Looking at the Domain subpool summary for CDSA, you will see most of the storage is held in a subpool called NSQTRUES. This subpool is owned by Nastel. It is NOT a CICS subpool.
