The RuleApp will own the Ruleset (one or more).
A RuleApp is a deployable management unit that contains one or more rulesets which typically share the same object model. A RuleApp is described in an XML file named a RuleApp descriptor. In Rule Designer, RuleApps are handled inside RuleApp Projects.
So the RuleApp is the container of the ruleset, and you can only deploy from the RuleApp.
For details, the following chapter describe it in details: http://www.ibm.com/support/knowledgecenter/en/SSQP76_8.8.0/com.ibm.odm.dserver.rules.deploying/topics/con_res_ruleapps_def.html
Also the following tutorial will help understanding better the concepts: http://www.ibm.com/support/knowledgecenter/en/SSQP76_8.8.0/com.ibm.odm.dserver.rules.tutorials/tut_gs_topics/tut_dserver_gs_deploy_lsn.html
Hope this help.
