This message is the first in a group of messages that VTAM issues when the activation of an EE connection fails EE health verification. Here is the entire message group:

puname is the name of the switched physical unit.
time is the time when the EE health verification failed.
The first instance of message IST1680I displays the local IP address, and the second instance of message IST1680I displays the remote IP address.
EE health verification is specified with the EEVERIFY start option. VTAM sends a Logical Data Link Control (LDLC) probe to the remote partner to determine if all ports are accessible during the activation of the EE connection. EE health verification for this connection activation failed because VTAM did not receive a response, or received an error response, from the remote partner. An INOP is generated when EE health verification fails and the EE connection is not established.
Generally, the reason why VTAM did not receive a response, or received an error response, to the LDLC probe is that firewalls or intermediate routers are not allowing UDP traffic on all EE ports. Any firewall or intermediate router must allow UDP traffic both inbound and outbound on all five EE ports, typically 12000 - 12004.
