You can see this in two places:

Within the BESRelay.log on the root BigFix server, for example you will see a message similar to:

 Sun, 28 Aug 2016 11:04:32 -0500 - LicenseUpdater (1440) -   Site certificate update detected, BESAdmin must be run to propagate the change.

And within the License Overview dashboard in the BigFix console you will see a message similar to:
