DFHDM0106 during CICS startup

Question

Why would the startup of a new CICS Transaction Server for z/OS (CICS TS) region fail for the first time with message DFHDM0106? I have DUMP=YES in my system initialization table (SIT), but a dump is never created and the region terminates.

I tried re-initializing the local and global CICS catalogs, DFHLCD and DFHGCD, using DFHCCUTL. I also performed an INITIAL start of CICS as the message suggests but CICS startup continues to fail with the message:

DFHDM0106 applid The Domain Manager records on the CICS Catalog may have been corrupted.

Answer

It was discovered the JCL was defining the local and global catalogs to point to the same dataset (CICS.CTS42.PROD.DFHGCD) as follows:

Correcting the JCL to point to the appropriate datasets resolved the problem.
