I have a Requirement to Enforce SLM(TPS) dynamically. By Dynamically i mean,when the request comes in ,the processing rule have to calculate/read current TPS SLM-Read (say last 60 seconds),then i will have an XSL/XML look up to Threshold/Action based on the read value and set attributes on subsequent SLM Action (SLM-Enforce)
Is it possible to have such config ?

This is absolutely possible. I'd start by looking into SLM Policies on DataPower.
You can also use Count Monitors on specific services to monitor specific occurrences, as well as rate limit requests matching certain criteria.
