z/OS Connect EE servers not accumulating zIIP time SMF30_TIME_zIIP_ON_CP

Question

Do I need to specify PROJECTCPU=YES no matter what if I want to accumulate z Integrated Information Processor (zIIP) statistics? I brought up 2 new z/OS Connect Enterprise Edition (EE) V2 servers on 2 different LPARs running z/OS V2.1 on a z13 with 3 zIIPs defined as reserved to the HMC. The zIIPs are not online, but defined so I expected to see these zCEE ASIDs (that run Java 8 with WebSphere Liberty) to be accumulating some time on zIIP. SMF30_TIME_zIIP_ON_CP is zeros (MXG field CPUZITEM also displays zeros).

The DISPLAY IPLINFO,ZAAPZIIP,STATE shows "ACTIVE" (that is also the default for ZAAPZIIP=YES) and the DISPLAY M=CPU shows IDs 3D, 3E and 3F with status "NI" which means "NOT AVAILABLE" and "INTEGRATED INFORMATION PROCESSOR" so they are defined.

The IEAOPTxx SYS1.PARMLIB member defaults to PROJECTCPU=NO.

The z/OS MVS Planning: Workload Management documentation topic on Planning for zIIPs says the following...

You can use the DISPLAY M=CPU command to show if a zIIP processor is defined in the configuration. (In the D M=CPU command output, zIIPs are represented by the letter "I"). A zIIP processor is considered to be defined in the offline or reserved state, as well as in the online state.

This implies the z Integrated Information Processor (zIIP) would need to display as "offline" or "online", but yours display as "NOT AVAILABLE", therefore the PROJECTCPU=YES would be required to accumulate zIIP stats.

The z/OS documentation topic on Statements/Parmeters for IEAOPTxx under the PROJECTCPU option has the following notes...

Note:

1) The PROJECTCPU parameter is not necessary if you can define a zIIP or zAAP as a reserved processor in the LPAR configuration. The PROJECTCPU parameter is provided for users of earlier processors on which defining a zIIP as a reserved processor is not supported when no zIIP is purchased for planning purposes.

2) If the installation requires ZIIP statistics but there is no ZIIP defined (reserved or actual) on the LPAR, then PROJECTCPU=YES is required regardless of hardware model.

This topic does not mention the "NOT AVAILABLE"; status so PROJECTCPU=YES would be required to collect zIIP stats on the z13 with z/OS V2.1.
