Question
Why would a JVMServer get stuck in an ENABLING state when I try to install it in my CICS Transaction Server for z/OS (CICS TS) region. A CEMT INQ JVMServer command shows "Enablestatus( Disabled )".
I checked the various places for JVMServer errors and cannot find anything indicating what could be causing the JVM to stall. During CICS startup, the region issues message "DFHSJ0102I SJ domain initialization has ended". Regarding the JVMSERVER the only message I have found is :
DFHSJ0910 01/22/2017 04:54:06 CICSCTCA CICSCTCA JVMSERVER CTCJVM has been created. There is nothing after that in the region or in the workdir in zfs.
The SJ domain in the system dump of the CICS regions shows a State of "enabling":

Answer
Install CICS supplied group DFHJAVA and the status of the JVM should change to Enabled. In this case, a CEDA install of the group DFHJAVA allowed the JVM to complete initialization.
