Why is the Description of Change Package displaying incorrectly as ??? in the list of "Change Package" view after I input Japanese characters into the Description of Change Package through the CICS Configuration Manager (CICS CM) plug-in for CICS Explorer?

The CICS Explorer CMCI interface does not support codepages other than 037 for fields such as the description field on a resource definition. This is documented as follows along with other details in topic CICS management client interface XML of the the CICS TS V5.3 documentation:
Note: CMCI can interpret only characters that are handled by the EBCDIC 037 code page. Using other characters in CMCI requests leads to unpredictable results.
I also tried pasting Japanese text into the description field of a resource definition on CEDA and this is not supported. It just happens that the CICS CM ISPF interface supports codepages other than 037 on the description fields for resources such as Change Package. The CICS CM plug-in does not support codepages other than 037.
