When configuring an SLM policy, there are the options to set Maximum Records Across Intervals and Maximum Credentials-Resource Combinations but the use of these settings are vague. Need explanation of the purpose of each, their default setting, and where can I view their output once set.?

The maximum record across interval is the total number of records for a reporting interval. It is an upper/overall limit on the number of records that can be monitored at once, regardless of the current interval being processed. This value is set based on your expected output. The maximum number of credentials-resource combinations limits the max number combinations when recording the data.
Overall Maximum Records Across Intervals and Maximum Credentials-Resource Combinations are fields (default 5000) which limit statistic data.
Using show "slm-statment" you can view the settings for each slm-policy or simply in the GUI. These fields in conjunction with the Reporting Aggregation Interval determine how often and how much data to push to dp 'statistics'. These can be viewed with a monitoring agent such as ITCAM / DataPower Operations Dashboard or simply by running slm-summary.
