Answer

The MQ started task for MSTR did not have the correct security authorization for OTMA.
You must give the WebSphere MQ started task READ or UPDATE access to the following RACF profile in the FACILITY class: IMSXCF.xcfgname.mqxcfmname where xcfgname is the XCF group name and mqxcfmname is the XCF member name of WebSphere MQ, for example IMSXCF.IMSPGRP.IMSA.

To effect this change:
SETROPS RACLIST(FACILITY) REFRESH
REFRESH SECURITY(*)
STOP and RESTART the OTMA bridge.

Refer to the WebSphere MQ documentation, section "Security considerations for the IMS bridge" for further security setup information.

Additional information If you were using the TRUSTED attribute on the STC ID to circumvent this setup error, then, after following the prescribed steps, you can remove that setting.
