In several cases this has been caused by an incorrect user DN configured as the JCR Admin Id. To check:
Deployment Manager or WAS Console > Resources > Resource Environment > Resource environment providers > JCR ConfigService PortalContent > Custom properties > Set jcr.admin.uniqueName to the correct DN
This problem is seen most often after portal has been configured with an ldap but the JCR Admin was not updated.
