Question & Answer
Question
I am using CICS Configuration Manager for z/OS (CICS CM) V5.2. I can successfully install CICS resources in the local region, but when attempting to install a resource into a remote region it fails with "Command failed".
I am on ISPF dialog panelid CCVPCM2L for 'CICS Resources' and I chose option 9 from the line action pick list to install and get ISPF short message "Command failed" in the upper right corner of the screen. If I press the PF1 key for more information, I get popup box with text:
The CICS Configuration Manager server was unable to process the command because an EXEC-CICS service request failed. See the CCVLOG output of the CICS server for additional diagnostic information.
If I check my CCVLOG, it shows messages:
CCV5210E Severe error for Command INSTALL. Processing terminated.

I can install the LIBRARY resource in the server region, but not in a remote region.
Please advise what the error message means.
Answer
The RESP 00000081 after message CCV5210E is a TERMERR on the attempt of CICS CM to function ship an EXEC CICS LINK DPL for the CCVR mirror.
This failure can occur if the SCCVLINK and SCCVAENU data sets are missing from the DFHRPL concatenation in the remote CICS region, or if there was some install problem for the CCVREM RDO group with the remote agent resource definitions.
Here are a couple additional things to consider:
Have you previously performed a successful NEWCOPY or PHASEIN as described in the CICS CM documentation topic Stage 3. Test the agent.
Are there any error messages in the remote region related to the CCVR transaction, the LIBRARY to be installed, or any security related messages in the JESMSGLG, MSGUSR, or CCVM destination?
