I am installing CICS Transaction Server for z/OS (CICS TS) V5.3 using a CBPDO. One of the FMIDs will not apply due to the following error:
GIM30206E ** APPLY PROCESSING FAILED FOR SYSMOD HCI7000. HOLD REASON
IDS WERE NOT RESOLVED.
GIM35901I ERROR HOLD AI81501 WAS NOT RESOLVED.
GIM37001S ** APPLY PROCESSING STOPPED BECAUSE FUNCTION SYSMOD HCI7000
FAILED.
What is the correct course of action for this situation?

AI81501 in message GIM35901I is for APAR PI81501. As of 18 July 2017, this APAR is open status so there is no PTF available yet.
To apply the base you can run the APPLY/CHECK with:
BYPASS(HOLDERROR(AI81501))
and APPLY the PTFs that resolve the error holds at a later time.
