DFHAP0707 and DFHAP0001 0C4 AKEA at offset FFFFFFFF in CASPROG after upgrading to CICS TS for z/VSE 2.1

Question

Why did I start regularly getting the following messages after upgrading to CICS Transaction Server for z/VSE (CICS TS) V2.1?

DFHAP0707 An abend 0C4/AKEA has occurred in Task Related User Exit program.
DFHAP0001 An abend 0C4/AKEA has occured at offset FFFFFFFF in program CASPROG.

Analysis of the AP0001 dump shows that the abend0C4 occurs in a routine named GETMTCA7 which is in program ECTEXITS7, part of CA EXPLORE for CICS from CA Technologies. The eyecatcher in the module header looks like this:
