Resp 88 Resp2 203 and IRP return code 5C (IRERRNLG) using EXCI to access CICS TS

Question

Why would a batch program that issues External CICS interface (EXCI) requests to a test CICS region, receive an EXCI response of RESP=00000088 and RESP2=00000203 (meaning NO_CICS), and IRP return code of x'5C' (IRERRNLG) meaning the other system is not logged on to DFHIRP? The same batch program is able to issue the EXCI requests to my production CICS regions successfully.

The batch EXCI program uses MRO to communicate to the CICS Transaction Server for z/OS (CICS TS) regions.

Cause

The RESP 00000088 and RESP2 00000203 with IRP RC x'5C' is due to the test CICS region and the EXCI batch job residing on different MVS images (LPARs).

Answer

To resolve this problem, run the EXCI batch job on the same MVS image (LPAR) that the CICS regions are on.
