CAKSWAIT suspend waits when using directly attached user transactions to process HTTP requests in CICS

After setting up the direct attachment of the user transaction using HTTP requests (eliminating the CWXN transaction), I began to see many tasks suspended in CAKSWAIT waits. Many times this leads to the CICS region going MAXTASK. Is there maintenance I need or another requirement I might be missing to make this work successfully?

Users of CA ACF2 from CA Technologies should ensure fix RO99035 is applied.
