Question
I just brought up my first CICS region , a CMAS, under CICS Transaction Server for z/OS (CICS TS) V5.4. Health Checker seems to be working okay as I see messages being sent to the z/OS Health Checker every 30 minutes. However, I also see message DFHH0003E. The message implies my default region userid has access to a TD Queue defined to the INTERNAL Reader or to the CECI transaction. However, I do not make use of the INTERNAL reader and I have confirmed the userid does not have access to the CECI transaction.

Answer
The output is reporting RC 0806, meaning The SVC99 does not support inquire of SYSOUT. The problem is a result of a back level SVC99. As documented in topic Checking CICS configuration with IBM Health Checker for z/OS in the CICS TS 5.4 documentation:
PTF UA91584 for z/OS 2.1 (R790), or
PTF UA91583 for z/OS 2.2 (R790)
for APAR OA52197: New Function- SVC 99 Inforetrieval SYSOUT program name is required. Ensure the appropriate PTF is applied for your level of z/OS.
