I'm submitting new WCM content for publishing but noticed "System User" as the last modified user. Why is my WCM content last modified by "System User" instead of my user account name?

In this case, the ML Configuration/Localize workflow stage was being used in the new WCM content to create the localized version of the content. This issue was reported and resolved in APAR PI94926.
