DFHAP0002 code 193B in DFHLEPT after upgrading to CICS TS 5.4

Using the AP0002 system dump, I formatted the trace domain by entering IPCS command VERBX DFHPDxxx 'TR=1' (where xxx is your release level of CICS like 710 for CICS TS 5.4). In this case, I saw the following exception trace entry:

This trace entry shows that the ECB used to wait for creation of the LE enclave used for SSL processing has been posted with a non-zero post code. The post code value, which can be seen at offset x'1C' in data-2 of the trace entry, is the return code from CELQPIPI INIT_SUB. I can see the return code is an 8, which means that one or more entries in the supplied PIPI table could not be loaded. At CICS TS V5.4, there is only 1 entry in the table. That entry is for DFHLEPTL.

The error message implies that DFHLEPTL could not be loaded from STEPLIB. It should be present in the SDFHAUTH dataset. You need confirm confirm if that module is present or not. If it is not there, that
means there has been some problem with either the install of CICS or the copying of SDFHAUTH.
