Question

Why does my CICS Transaction Server for z/VSE (CICS TS) fail to initialize? When I try to start the CICS region, I get these messages.

DFHXS1110 SECURITY IS REQUESTED, BUT THE EXTERNAL SECURITY MANAGER IS INACTIVE.

DFHXS0002 A SEVERE ERROR (CODE X'0109') HAS OCCURRED IN MODULE DFHXSDM .

DFHKE1800 PHP4CICS ABNORMAL TERMINATION OF CICS IS COMPLETE

Answer

Message DFHXS0002 says that the X'109' code refers to the trace number.

In the CICS Trace Entries manual, section 1.1.3.20 Security manager trace points, the following is documented:

XS 0109 DFHXSDM Exc Initialization did not find SIT parms for security domain

Rather than not being able to find the system initialization table parameters (SIT parms), message DFHXS1110 means that the external security manager product was not found.

In this case, the external security manager was not running. After starting the external security manager, CICS came up successfully.
