Liberty zCEE server gets "CWWKS4108E system cannot create the LTPA key" after upgrade to z/OS 2.3

Question

After I upgrade my operating system from z/OS V2.1 to V2.3, why doesn't my Liberty z/OS Connect Enterprise Edition (zCEE) server initialize? The first indication that something is wrong is seen in the messages.log with message:

CWWKS4108E: The system cannot create the LTPA key.

I am running z/OS Connect Enterprise Edition V3.0.10.0.

Answer

Other sites that were having trouble getting the zCEE server to initialize and receiving message CWWKS4108E, found that the HOME directory for the userid running the zCEE server was not mounted. Once the HOME directory was mounted, the zCEE server initialized.
