Connection problem using web API via z/OS Client Web Enablement Toolkit using PL1

Trying to access web API via z/OS Client Web Enablement Toolkit using PL1. Our group was able to connect to one of the system using http://. However, we are unable to connect to another system using https://. Depending on the options used, we received various messages including no AT-TLS. Documents seem to indicates AT-TLS is not required for https:// connection. Please forward any suggestions. Additional details including screen shots can be provided via e-mail.
