Question
A OS batch ftp process filetype=jes connecting to another zOS server is intermittently failing. The client log shows this error: 421 Open rejected due to insufficient resources.
EZA1735I Std Return Code = 26421, Error Code = 00011
The server log shows the corresponding error:
EZYFT40E FTP server initialization failed - EDC5157I An internal error has occurred.
The errors appear to be random, some days this process is working. This batch process is transferring SMF data.
Answer
The EDC5157I An internal error has occurred may show an errno value in a debug trace. In this case it shows an errno2 value of 0B16012B. MODIFY ftp_server_jobname,DEBUG=(SEC,ALL) This ERRNO should be preceeded by an abend of some type. Looking in LOGREC and EREP it show an ABEND=S0E06,REASON=2623006D. TOP SECRET from CA is being used on this z/OS Server. There is an APAR from CA that resolves this. Adding the group attachment to the USERID resolved the abend.
ST00226 corrects the storage overlays during USS fork processing
caused by an overrun of the USP that Top Secret / SAF builds and
manages."

"PROBLEM DESCRIPTION:
A storage overlay of 4 bytes of zeros can occur when a USS/OMVS
thread enters fork or spawn processing. This overlay can cause
unpredictable results, including IBM message BPXP005I with return code x'00000070' and abend code S0E06. This only occurs if the
the OMVS user does not have any connected groups assigned."
