Why are SWSA shadow tunnels failing to be created in Target LPARs?

both the , ezd0830i and ezd0831i messages indicate an EZBDVIPA Coupling facility structure issue ocurred trying to setup the SWSA shadow tunnel(s).

The EZBDVIPA structure display shows that there is only have 1 entry created and it is taking up 100% of the defined ezbdvipa structure size. This indicates that that the ezbdvipa CF structure size is too small
