One of the machines running SPSS had a hard drive failure. It was on Windows 7, running SPSS 21.
We replaced the hard drive and installed Windows 10. We found an old installer for SPSS, but it was version 20.
Would I be able to download and install the latest version of SPSS and use the perpetual license key we have from the original installation? It won't take it currently and we'd need it to be reactivated.

No sorry. The current release is SPSS 26. Your previous purchase does not include this version when it was a perpetual license without software subscription and support. Entitled customers download their purchased software from Passport Advantage account, there is no public download link. https://www.ibm.com/software/passportadvantage/pao_customer.html
You can ask the Customer care team of passport advantage if they have still a download section for your account, but as it was from previous years without renewal, it may no longer available, I do not know, please ask them.
