Question

After installing RSU 1906, why is CICS Transaction Server for z/OS (CICS TS) V5.4 and V5.5 startup failing with message DFHXS1113 for transactions CXCU and CXRE? There is no mention of any new Category 1 transactions in the HOLD data for the maintenance or changes to the DFH$CAT1 supplied CLIST.

Answer

CICS TS HIPAR APAR PH09198 corrected a problem where CICS was not checking access to all the CICS Category 1 on start up. You should install fixing PTF UI62938 to CICS TS 5.4 and PTF UI62939 to CICS TS 5.5.

The text of APAR PH09198 indicates that due to the category 1 list length being incorrectly calculated, meaning the the length is short by 8 bytes and the last 2 transactions do not get checked. Because these two transactions are CXCU and CXRE, correcting this problem then causes CICS to start checking access to these transactions.

For a CICS system set up as described in the documentation or by using the supplied CLIST DFH$CAT1 this problem would not have occurred.

The missing authority would not have previously been detected as these two transactions are related to the old CICS XRF capability which is not compatible with the newer and recommended MVS Automatic Restart Mechanism (ARM).
