My Rule Designer doesn't seem to respond and it freezes very frequently. Just to make a small change and save, it takes around 5 minutes. I have already increased the memory and yet the issue exists.

The eclipse use the project as a unit for the in memory modeling. A single project with the size of 23 MB is just way to big for the eclipse to handle promptly, and this size of the project is your problem. Even you double the memory for the eclipse, that probably won't help much for the slow (very slow) response of the workspace. This is not a problem about the ODM Rule Designer, it is a feature of the eclipse. To speed up your workspace response, you have to refactor your single project into many different smaller projects. Only that way, you can speed up the workspace response time.
