We have had users report seeing the popup in the screen shot periodically. It seems like they only see it when using a load balanced endpoint to log into ICN and only when Verifying batches. I have not had much luck finding the error in any log files and im not sure where to start to track down what could be causing it. Any ideas on where to look or what could be causing this would be great. Thanks.

it is hard to say what's the cause if there is no logs. you could open a collaboration get help from service team.

There was nothing in the TM, wTM or ICN logs that i could find. I was able to get a similar error in our nonprod and captured a debug log for that. That log file is uploaded here.
