Error opening txt file

I am getting this error. "The Text Wizard does not support fixed width Unicode files. You can use the GET DATA command or the DATA LIST command to read fixed width Unicode text data files."

I tried opening the file in emeditor and saving as UTF-8. But I am still getting the error.
